Environmental, Health & Safety, Engineer

This role leads the development, implementation, management and monitoring of EH&S programs, policies and procedures for the work force, ensuring compliance with Federal, State and local EH&S requirements. Integrating knowledge of current industry technologies with broad understanding of client requirements. Serves an essential role in leading, partnering and supporting business driven technical and strategic initiatives. Interprets, recommends and complies with environmental safety & health regulations and company policy. Leads compliance with GMP /regulatory standards e.g. Cal-OSHA, Cal-EPA and other applicable federal, state and local regulatory programs, evaluates and prepares contracts for properly licenses hazardous waste disposal firms and monitors waste handling. Organizes and equips spill-control and storm water teams, Writes and updates environmental permits. Coordinates the monitoring of all workplace environments by analyzing work operations and processes, materials, equipment and work practices; measures the magnitude of exposure to environmental hazards.

Responsibilities

• Ensure Compliance with Environmental Health and Safety (EH&S) Requirements.
• Participate and lead EH&S Safety meetings and activities.
• Lead development of facility strategic EH&S Planning. Work with plant management and staff to implement and execute plan.
• Lead and/or participate in the investigation of employee concerns, EH&S Incidents, and Near Misses, along with corrective action development, implementation and follow-up.
• Maintain and communicate EH&S metrics as required, to facility, division and corporate EH&S management.
• Ensure EH&S reviews are integrated into the Management of Change process and the Lean efforts.
• Evaluate effectiveness of existing EH&S programs; determine the need for any additional programs; develop and implement additional programs as needed, or dictated by division and corporate management
• Act as the facility EH&S contact with government agencies.
• Track and audit programs for compliance with all state, city and federal regulations to include inspections/audits and data for environmental reports, along with timely report submittal (Form R, air emissions reports, etc.)
• Develop and conduct environmental and safety training for new employees, annual training for existing employees, lead the safety committee and conduct walk-throughs.
• Ensure proper monitoring and staffing of the plant environmental control equipment and the monitoring/sampling/reporting is complete and submitted as required by permit.
• Maintain EH&S files and records. 
• Conduct risk assessments on facility activities using preferred risk assessment methods/hazard analysis tools; develop corrective action based on regulatory information, industry best practices, facility resources and requirements.
• Monitor environmental compliance for facility wastewater, storm water management, spill prevention, control and countermeasure and other environmental related issues.
• Manage hazardous waste, universal waste and regulated waste programs for compliance including waste inventories, waste haul oversight and manifest tracking and filing.
• Develop technical documents including EH&S procedures, programs and guidance and training documents.
• Anticipate and evaluate workplace hazards and safety concerns, assist in development and implementation of corrective action and make recommendations for resolution.
• Develop and conduct effective EH&S training programs to ensure compliance with regulations.
• Oversee existing EH&S programs to ensure compliance with existing policy, standards and regulations.
• Conduct EH&S audits and implement appropriate changes to correct or comply with regulations and standards.
• Manage emergency response activities including the Site Emergency Plan, employee training, practice drills, fire-alarm testing and evacuation/shelter activities.

Qualifications

• Bachelor’s Degree in Environmental Health & Safety, Occupational Health & Safety, Physical Sciences, Environmental Engineering, Safety Management, Industrial Hygienist, Business Management or related field;
• ES&H-related Certifications a plus; Registered Environmental Manager (REM), Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), Certified Hazardous Materials Manager (CHMM).
• 3 – 6 years EH&S experience.
• Must have excellent written and oral communication skills, including the ability to read, write and understand the English language;
• Ability to assemble and analyze safety incident data and routinely provide statistical information as requested in support of corporate reporting requirements;
• Must be able to provide guidance to the site management team.
